This project involves the major pavement rehabilitation of I-71 from State Route 665 to Stringtown Road. The project involves full depth pavement and an additional third travel lane in each direction that will be added to the median. ELR completed a MOTAA where several concepts were evaluated, leading to the selection of a part-width MOT plan. The FRA-71-0903 L/R structures over White Road will be replaced with single span prestressed concrete I-beam structures. All existing signs and guardrail will be replaced and the drainage was evaluated for replacement, repair, or reuse. In addition, the project involved 5 noisewalls and lighting design.

The proposed Exchange Road Waterline Extension Phase I project is being implemented by the Flatwoods-Canoe Run (FCR) Public Service District and is necessary to provide quality and dependable potable water and fire protection service to approximately 59 residences in the Holly and Otter Magisterial Districts of Braxton County, West Virginia. This project will be supplied via the FCR PSD’s Water Treatment Plant. The project includes upgrading an existing booster pump station and the construction of a water storage tank that will be sized to provide water to future phases of expansion of the system.

The Exchange Road Phase I project would tie-in at the existing Pressure Reducing Station near the intersection of State Route 4 and County Route 19/22. The Exchange Road Phase I project would serve residents along County Routes 19/22, 19/26 and 19/16.

The proposed project is estimated to cost $3,136,600 and is being funded by a $1,853,500 Appalachian Region Commission Grant; a $570,000 USDA Rural Development Grant; a $570,000 USDA Rural Development Loan and $142,500 in private contributions.

This Phase I Project will provide water to the planned Phase II Project that will serve an additional 39 customers. The Phase II Project is estimated to cost $2,498,027 and will be funded by an already committed $1,698,027 Abandoned Mine Lands Grant and a requested Small Cities Block Grant in the amount of $800,000.

Exchange Road Waterline Extension Phase 1

Project involved the replacement of the SR 109 over the Maumee River. As part of the project, alignment alternatives were developed to realign SR 109 to eliminate the existing offset intersection. The intersection with SR 109 with CR 424 was designed to change SR 109 to the predominant movement and make CR 424 a stop condition. The proposed bridge will be a 12 span prestressed concrete I-beam structure and will have aesthetic enhancements including bicycle friendly railing. The project also involved design of guardrail to provide access to a future bikepath, drainage improvements, ROW plans, traffic control, and MOT. Extensive environmental coordination was completed as the Maumee River at this location is classified as a recreational river.

The Village of Cadiz, Ohio is located in Harrison County, Ohio. The village is in the midst of the shale oil activity in Ohio. Two shale oil plants have been constructed in the village, along with two new motels. In June of 2012, Ohio EPA mandated the village make improvements to their wastewater system. A tight timeline was included in the mandate from Ohio EPA.

The village’s wastewater system was constructed in 1939. No significant improvements or extensions were made to the system before issuance of the Finding and Orders by Ohio EPA. The system consisted of 197,684 linear feet of gravity lines ranging from 4-inches to 15-inches, 22,069 linear feet of 1.5-inch to 6-inch force mains, 794 manholes, 14 cleanouts, and 9 pump stations. The collection system was constructed primarily of clay pipe. The system surcharged during wet weather events. Resulting untreated wastewater flowing into nearby creeks and onto private properties.

Ohio EPA required the village to submit monthly reports and to participate in a monthly conference call with staff from Ohio EPA’s Columbus and Southeast District offices. E.L. Robinson Engineering staff drafted monthly reports for the village and participated in the conference calls. The reports and calls focused progress made on wastewater system improvement. The village was placed under a “connection ban.” No new wastewater customers were permitted to connect to the village wastewater system without approval from Ohio EPA. E.L. Robinson Engineering developed a report that tracked elimination or reduction of inflow and infiltration to the wastewater system. As I&I was eliminated by the village, Ohio EPA granted credits for new connections. It was critical for the village to maintain report and document elimination of I&I. The credits generated permitted new shale oil industries and supporting businesses locating in the village to connect to the wastewater system.

The North Trunk Collection System project is the third project completed by the village in an effort to improve their wastewater utility. This project involves replacement or rehabilitation of the many of the most problematic collection lines, manholes and other appurtenances. Work includes nearly 3,700 feet of pipe lining, 1,200 linear feet of 8-inch gravity line and 1,400 linear feet of 4-inch service laterals.

This project has a budget of $870,000. Funding for this work was provided by Ohio EPA’s Water Pollution Control Loan Fund (WPCLF). E.L. Robinson Engineering staff is currently completing planning and design of the next phase of collection system improvements. This phase is significantly larger in scope than the current project. Anticipated cost for the next phase is expected to be $8-milllion. A funding package is being developed at this time for those improvements. It is anticipated that funding will be provided by USDA-Rural Development, USACE, Appalachian Regional Commission and possibly Ohio EPA’s WPCLF program.

E.L. Robinson Engineering staff has worked with the village to complete a rate analysis to appropriately set wastewater user charges at levels that provide adequate revenues to cover operation, maintenance, capital improvements, debt service and reserve accounts.

North Trunk Collection System Improvements

E.L. Robinson Engineering, working as the designer for The Ruhlin Company, was successful in winning the $40,000,000 Design-Build Willow Island Power Plant Site Development Project. The project, currently under construction, involves diverting water from the locks and dam through a powerhouse to generate an average annual output of approximately 195 GWh. ELR Engineering designed and coordinated the layout and arrangement of the cellular and land-slide earthen cofferdam, perimeter slurry cut-off wall, powerhouse excavation, instrumentation, dewatering system, and temporary roads.

In addition, ELR was responsible for the preparation of all design criteria, analyses and design calculations, specifications, construction drawings, and quality control and quality assurance. The design includes construction, operation, and maintenance of the necessary facilities, including groundwater seepage cut-offs, required for dewatering the construction areas, and insuring that the completed excavation is free from running or standing water. The system incorporates pumping wells, sumps and drainage ditches to allow all work within the cofferdam to be accomplished in the dry.

The design also includes an instrumentation system to monitor the performance of the cofferdam excavation and dewatering system. During the drilling for establishing the base elevations for the dam structure within the first stage of cofferdam, a fault under existing Pier 9 and weir area was discovered resulting in changes in the footing design of the pier. The fault-shattered rock was removed, excavation was cleaned and backfilled with concrete, and the concrete gravity monolithics were replaced with circular sheetpile cells and connecting arcs. Slush grouted rock berms were placed downstream for stability and a grout curtain constructed under the weir.

Willow Island

E.L. Robinson Engineering was contracted by the Logan County Development Authority to provide project planning and site design including approximately one half-mile of access road design, site grading plan, sediment and erosion control, water and sanitary sewer layout; and upgrade to the existing wastewater treatment plant. This development includes 52 acres of land located near the Southwest Regional Jail and US 119 Corridor G. ELR is able to provide clients, like the Logan County Development Authority, with a full range of civil engineering and construction management services. ELR’s goal is to provide convenience and make the job of their clients as easy as possible.

Earl Ray Tomblin Industrial Park and Access Road

This award winning design build project with Schirmer Construction and Cleveland Metroparks was prompted by the necessary removal of the original Fort Hill steps due to severe erosion of the over 100’ high cliff adjacent to the Rocky River, next to the Rocky River Nature Center. ELR proposed a unique set of timber stairs connecting landings set on “tree” like support navigating the popular trail to 100’ above the valley. The stairs feature 2 overlooks and singular column foundations to minimize the impacts to the surroundings and view shed. This design won the 2018 ABCD award for Outstanding Special Purpose Bridge.

Cleveland Metroparks Fort Hill Steps Wins ABCD Award

E.L. Robinson Engineering teamed with the joint venture of the Beaver Excavating Company and Mosser Construction, Inc. to develop a Value Engineering Change Proposal (VECP) for the LUC-24-1272 (US 24 over Norfolk Southern Railroad) and LUC 24-1293 (US Route 24 over Ramp D) structures for the LUC-24-6.19 project in District 2. This VECP resulted in a project savings of over $3 million dollars. The VECP included the realignment of Ramp D closer to the Norfolk Southern Railroad. This allowed for the elimination of the 306 foot long precast concrete arch structure over the Norfolk Southern Railroad and the 330 foot long precast concrete arch structure over Ramp D.

The two eliminated structures were replaced with a two span rigid frame/slab structure with a 57 degree +/- skew and average length of approximately 213 feet. The structure was then classified as a buried structure and was no longer classified as a tunnel as it was now less than 300 feet in length. Tunnel lighting was replaced with standard underpass lighting and the fire suppression system and advance tunnel signing was eliminated. A strut and tieback system was provided for the two span structure to provide footing lateral stability thereby permitting the footing size and pile pattern to be reduced.

The main slab reinforcing steel was designed and detailed to be perpendicular to the substructure units. The roadway barrier was designed to be integral with a substantial reinforced concrete edge beam. The two span structure was designed for overloads as applied per the contractor’s earth moving equipment. In addition, the area of mechanically stabilized earth walls was reduced by approximately 21,000 square feet. This VECP resulted in a savings of just over $3 million dollars.

Transportation

The West Virginia Great Barrel Company Project was comprised of site development, roadway design, along with both water and wastewater service extension. Greenbrier County was one of the main areas affected by the flood of 2016 causing major negative impacts to the community and halted economic growth. Projects like this will prove to strengthen the existing infrastructure and establish the groundwork for future economic development.

The site development portion involved grading and drainage plan preparation as well as building pad elevations, parking lot design and NPDES permit filing. Further, the roadway section involved furnishing all materials, labor, and equipment necessary for the construction of approximately 2,060 linear feet of roadway, including drainage, guardrail, signing and pavement markings.

The water portion of the project, referred to as the Harts Run Waterline Extension Project, extended water service to approximately 50 residential customers, the Greenbrier State Forest, a UPS Distribution Center and the WV Great Barrel Company Plant. The water is supplied by the nearby City of White Sulphur Springs Water System which makes supplying this area feasible and cost effective. Additionally, 1,500 LF of gravity sewer line was designed to extend service to the new plant.

Site Development

West Virginia Great Barrel Company, LLC

The Airport Industrial Park Site Preparation project is being implemented by the New River Gorge Regional Development Authority and is necessary to provide an industrial park in Raleigh County, West Virginia. The project will expand the western side of the Airport Industrial Park by an estimated 105 acres. The project will provide a projected total of 16 business sites of varying size that will be available for a variety of business development opportunities. The project is located approximately two miles east of the City of Beckley and less than a mile north of the Airport Road exit of Interstate 64. There are currently 24 businesses located within the developed eastern side of the airport and five businesses are located on the western side of the industrial park, with the FedEx Distribution Terminal the largest employer. The FedEx Distribution Terminal is reported to have 120 employees. The Airport Industrial Park project will require approximately 900,000 cubic yards of total excavation, including the removal of usable topsoil and cut/fill quantities. The project will also require the construction of the following list of utilities and infrastructure:

Raleigh County Memorial Airport Industrial Park Site Preparation

The Morgantown Utility Board is proposing water and sewer extension project to provide utility service to the proposed Mountaintop Beverage Facility planned for construction in the Morgantown Industrial Park located in Monongalia County,West Virginia. 

Specifically, the project includes the construction of a 1.3-million-gallon water - storage tank, a 750 gpm booster pump station and approximately 5,650 linear-feet of 12-inch diameter water distribution mains including necessary valves, fire hydrants and meters. The sewer portion of the project includes 6,000 feet of gravity sewer, railroad crossings, a new sewer lift station, 1,500 feet of force main including a 600-foot river bore.

E.L. Robinson Engineering (ELR) was contracted by WVDOT – DOH in a modified design-build delivery procurement as the engineer of record for items that included pavement relief joints, the new interstate profile for I-70, 24 /7 monitor, and owners’ representative in support of the long wall panels mining passing under I-70. There is predicted subsidence of the roadway due to extraction of the coal seam by longwall mining operations approximately 800 feet below the Interstate roadway. The preparation, response, and mitigation efforts were necessary to keep the Interstate open to traffic without major interruption in the level of service. Project conditions that were anticipated were heavy traffic, significant roadway damage, urgent roadway maintenance and repair, and short project timelines. The health and safety of the public was premier in the planning and execution of this work.

Tunnel Ridge Mining (TRM) mining operation in the Pittsburgh (Longwall Panel Nos. 15 - 22) coal seam which is approximately seven feet thick and 800 feet below ground surface, under the Interstate 70. TRM, as owner of the mineral rights, the law allows the mining activity to subside the ground surface in order to extract the coal. The subsidence to the ground surface from longwall mining ranged from 4 to 5 feet to the roadway of Interstate 70.

ELR was contracted to provide operational, engineering, subsidence monitoring and inspection, and the administrative guidance services for this project. The longwall panels are three miles long and the width varies from 1,050 feet to 1,200. ELR designed the pavement relief joints and new interstate profile for each panel for both pre- and post-mining conditions. ELR’s role also included the oversight of maintenance of temporary facilities at the westbound Welcome Center. ELR’s design work included roadway, drainage, maintenance of traffic, signage, pavement marking, as well as the plans for repairs and reconstruction of I-70 monitoring at the Welcome Center site. The welcome center was affected by the mining subsidence.

ELR provided project operational, engineering, monitoring, inspection, and administration guidance for pre- and post-mining operations while restoring I-70 back to its 70-mph design speed after full subsidence has been realized. Traffic operations were maintained during the project. Mitigative measure utilized on this project were: installation of pavement relief joints, Welcome Center Building was taken offline for public use, deployment of portable restroom facilities was implemented, off-site emergency detour utilizing US Rte. 40, changeable message boarded were utilized. During the mining operation under the Interstate, ELR monitored the roadway 24 hours per day until the mining was completed. For that panel making sure that the roadway was safe for traffic and providing direction to the contractor in charge of maintenance.

E.L. Robinson completed construction plans for pavement rehabilitation and various structure rehabilitations on IR 270 on the northeast side of Columbus. This project was split in to two plan sets. Part 1 involved pavement rehabilitation on IR 270 just north of the IR 670 interchange. ELR performed an MOTAA and coordinated with MOTEC/PIAC to determine the impacts of closing I-270 and diverting traffic to the CD roads. Part 2 involved the widening of IR 270 to eliminate a left hand inside lane drop and inside merge with IR 670, and the Goshen Lane structure rehabilitation. A Feasibility Study was completed that evaluated three options to widen IR 270 and provide the required vertical clearance under Goshen Lane. The options analyzed the impacts of lowering IR 270, raising the Goshen Lane structure, and a combination of both. It was determined that the length of profile adjustment and additional pavement width along IR 270 outweighed the structure and approach pavement costs of raising Goshen Lane. Additionally, the multiphase maintenance of traffic (MOT) scheme required to replace the IR 270 pavement while maintaining all lanes of IR 270 increased the cost and complexity of the lowering of IR 270 options.

E.L. Robinson completed construction plans for intersection upgrades to the Worthington Road and Big Walnut Road intersection. As part of the project, an analysis of intersection for various alternatives was completed. This project is located in Genoa Township and includes two-lane roads that intersect at a four-way stop at an angle of 53°±. Worthington Road is classified as an urban collector, while Big Walnut Road is classified as an urban minor arterial, with both containing graded shoulders, road side ditches, and no pedestrian facilities. As part of the project, a Feasibility Study was completed that included development of intersection alternatives, cost estimates, determining right of way impacts, traffic studies, turn lane development, and determining environmental impacts. Alternatives considered were curbed and uncurbed signalized intersections and roundabouts. Roundabout alternatives were designed to accommodate future widening along the Big Walnut Road corridor. In addition, intersection alternatives were developed at the Big Walnut Road and Ketterington Lane/Satinwood Drive intersection which also included signals and roundabout concepts. The signalized intersection option at Worthington Road and Big Walnut Road was selected as the preferred alternative. Construction plans included a two-way left turn lane on Big Walnut Road from Worthington Road to Ketterington Lane/Satinwood Drive. Accommodations for a future multi-lane path along Big Walnut Road were also provided.

Lake Erie Bluffs Stairs

The Ridge Avenue Bridge just north of downtown Dayton is situated in the historic neighborhood of Riverdale, adjacent to Triangle Park. The existing structure was replaced with a signature style bridge that includes aesthetic treatments to many of the bridge elements, including nighttime lighting of the substructure and beam elements. A plaza area located at the east end of the project is supported by retaining walls, adjacent to the park property, and contains a World War I memorial that is very important to the local community.

The recently removed bridge was originally built in 1927 and carried nearly 5,000 vehicles a day to and from residential neighborhoods and the nearby Boonshoft Museum. This project replaced the original two-span steel girder bridge with a three span structure consisting of prestressed concrete I-beams on reinforced concrete wall type abutments and wall/column type piers. Two left-turn lanes were installed westbound Ridge Avenue onto Riverside Drive and lane from eastbound Ridge Avenue onto Riverside Drive. The new bridge transverse section provides 10’ wide sidewalks, which is an improvement over the current 6’ wide sidewalks on the existing structure providing additionally path space for pedestrians. Additionally, the existing bus stop located at the southeast corner of Ridge Avenue and Riverside Drive was improved. Located underneath the structure is a bike path in which thousands of pedestrians and bicyclists travel daily along the Stillwater Bikeway Trail. The Bikeway was improved under the bridge and is now wider, offering better sight distance for users and is less prone to flooding and the collection of debris.

Robinson Engineering was contracted by the Upshur County Development Authority to provide engineering services for the development of an approximately 20 Acre Industrial Park near Buckhannon, WV. This project included an approximately 2000 LF access roadway that would be conveyed to WVDOH upon completion. The project also included approximately 300,000 CY of excavation, temporary and permanent storm water control structures, approximately 5100 LF of 8” waterline, 2000 LF of 8” gravity sanitary sewer, 2700 LF of 4” force main sanitary sewer, and a sanitary sewer lift station and sewer access road.

Services provided included the preparation of the preliminary layouts and conceptual designs, environmental permitting applications, final design and route selection, preparation of plans and details for construction, preparation of bidding and contract documents and the advertisement of bids, pre bid conference, conducted bid opening and bid evaluation, assisted in the contract award, conducted pre construction conference, provided full time construction inspection, and processed pay estimates and shop drawing submittals.

Charleston Area Medical Center’s Memorial Division, Kanawha City, desired a new clinical teaching facility, expanded and improved existing medical facilities, improved parking, and a friendly eastern entry for the Memorial Hospital site. E.L. Robinson provided civil, structural, geotechnical engineering and landscape architectural services for BSA Architects, the lead consultant on the project.

The proposed Robert C. Byrd Clinical Teaching Center includes approximately 174,700 sf on five occupied levels. This new facility will better serve patients and the shared teaching mission of WVU and CAMC. The project will also include selected renovations of approximately 26,000 sf on two floors of the existing Ambulatory Care Building. The total project cost will be approximately $56,300,000.

E.L. Robinson provided site civil design services for the 33rd Street renovations as required for the expanding and newly constructed hospital facilities. The site design contemplated the realignment of 33rd Street between Virginia Avenue and MacCorkle Avenue. The new street will align with South Park Road and become a viable eastern access to and from the Memorial Hospital as the intersection of MacCorkle Avenue is improved.

CAMC purchased the land and the Neighborhood Watch Group approved the development of the adjacent neighborhood. The project included cul-de-sacs at the west end of Noyes Avenue, which will restrict traffic through the neighborhoods and end the practice of hospital parking on those streets. Some of the amenities included in the design are period light fixtures, street benches and matching trash receptacles, sidewalks with ADA compliant accessible curb ramps, segmental retaining walls, parking areas, street trees, extensive landscaping, curb and gutter and utility pole relocation.

Robinson Engineering was contracted by the Mingo County Redevelopment Authority to provide site design including storm water drainage, expansion of existing wastewater treatment plant, preparation of construction plans and specifications, surveying and mapping, preparation of all necessary permit applications, preparation of bid/contract documents, participation in the solicitation and evaluation of bids, construction administration and inspection for the Mingo County Wood Products Industrial Park located in Mingo County, West Virginia.

The project consists of (a) replacing 6,000 LF of old terra cota sewer lines and other related work in the Riverside Drive area of Bellepoint, (b) installing 6,300 LF of storm drain pipe and other related work to separate storm water from the sewer collection system in the Bellepoint area, (c) upgrading the Bellepoint Pump Station, and (d) upgrading the UV disinfection system at the Hinton WWTP.

The analysis of the data revealed portions of the system were well beyond their useful service life, in addition to many other issues. ELR is assisting the Town in moving forward to apply for funding, design solutions to the system decencies, and remediate the issues identified during the sanitary sewer evaluation survey.

This project consists of approximately 31,918 feet of 12-inch and smaller diameter gravity sanitary sewer pipe, 2,150 feet of 18-inch gravity storm sewer pipe, 11,366 feet of 4-inch and smaller diameter force main, 276 sanitary sewer manholes, 13 storm sewer manholes, five main pumping stations, nine grinder pump stations, one mastering metering station, cleanouts, service laterals and other related appurtenances.

Gallipolis Riverfront Improvements Project

E.L. Robinson Engineering is assisting the Raleigh County Public Service District in the extension of water to the communities of Pluto and Bragg and the surrounding area. The project includes making improvements to portions of Beckley Water Company’s existing system on Pluto Road and providing water storage for the new PSD customers and the existing Beckley Water Company customers. The project involves construction of one 138,000 gallon water storage tank, a master meter, a pressure reducing station, 4,900 LF of ten-inch waterline, 49,600 LF of eight-inch waterline, 54,500 LF of six-inch waterline and 16,600 LF of two-inch waterline to serve 184 new customers.

EL Robinson Engineering Co. teamed with Kokosing Construction Company, Inc. to prepare a bid for the West Virginia Department of Highways for the Corridor H – Kerens to US 219 Connector project. The project extends Corridor H (US 48), in a northeasterly direction, from its current termini near Kerens in Randolph County to the Proposed US 219 Connector, which is located about half way between Montrose and Parsons on US 219 in Tucker County. The project consisted of approximately 7.5 miles of new four-lane divided highway, multiple at-grade intersections, a concrete box underpass structure, approximately 2.5 miles of side road access, forest trail head parking areas and five sets of mainline structures. The structures on this project ranged from 550 feet to 1,300 feet in length. There was approximately 10.5 million cubic yards of earthwork associated with this project as well. The bid price was $210,00,000 and is the largest project ever let by the West Virginia Department of Highways.

Other elements of design on this project included rockfall catchment areas, waste areas, gas line relocation, right-of-way layout, major and minor drainage design, sediment and erosion control measures and aquatic organism passages with naturalized stream design.

The Corridor H project, as a whole, is known for its environmental sensitivity. This portion of the project was no exception. Many of the streams within the construction area were Tier 3 waters, or discharged into Tier 3 waters. Also, the majority of this project (4.75 miles) was located within the Monongahela National Forest.

Corridor H, Kerens to US 219 Connector Design Build

E.L. Robinson Engineering completed plans for the Franklin County Engineer to replace the deficient 206 foot 2 span bridge over the Olentangy River. The project involved an aesthetically enhanced signature bridge. The bridge now has a three-span, post-tensioned, concrete girder end-anchored superstructure.

Other project requirements included correcting the existing deficient roadway alignment, complex hydraulic modeling, developing permanent stormwater run-off controls (BMPs), and providing enhanced 3D renderings for the stakeholder and public involvement meetings.

FRA-Dodridge Street Bridge

E.L. Robinson Engineering completed the construction plans for the rehabilitation of a four (4) span slab bridge structure over the Scioto River for the Marion County Engineer. The project included minor approach roadway work, the removal and replacement of the slab superstructure, and major rehabilitation of the capped pile abutments. The bridge and roadway plans were prepared by ELR, as well as the maintenance of traffic and right of way plans.

The West Virginia Department of Natural Resources (DNR) received grant to build a pedestrian bridge approximately 900 feet, crossing the lake at Stonewall Jackson Resort Park, which connects the lodge to the campground. An initial concept plan was developed for the bridge in 2008 which serves as the basis of the final design which ELR was retained to develop. ELR’s aim was to produce the most effective, quality bridge design, while working within the project’s budget parameters. ELR strategically broke up the project into various bidding elements to achieve this aim. ELR utilized the talent of their diverse staff of landscape architects, civil and structural engineers to complete the highly functional bridge design. The bridge is a 10-foot timber pile bridge with appropriate wooden decking and handrail. The accessible approach on the lodge side is complete and the contractor was required to connect the bridge to that existing approach. At the campground end of the bridge an alignment has been shown on the plans, which will allow for the Resort to build the accessible approach separate from the bridge construction.

E.L. Robinson developed pavement layout and grading plan for the area around the new Albert Paley sculpture titled “Hallelujah”

The entrance of the Clay Center was transformed by this unique, abstract sculpture installed in the front plaza circle. The elements of the plaza included concrete steps, cast in place concrete pavement, pavers and landscaping.

E.L. Robinson was retained to develop the third phase of the sidewalk and curb replacement along with installation of new period street lighting established on the previous streetscape phases for Main Street. Accessibility for all citizens were improved and site furniture and a small plaza were designed at the clock next to old bank building near City Hall.

The project entails nearly 700 feet more of improvements adding to the 1100 feet already completed.

Mount Hope Streetscape

The John Henry Park Steering Committee, in cooperation with the Summers County Commission, seeks to develop a park at the Great Bend Tunnel, site of the legendary man verses machine battle of John Henry and the steam drill. The 26 acre parcel, formerly owned by CSX, has been purchased by Summers County, for the park’s development. The land is located in the community of Talcott, at the east entry of the Tunnel, between the active CSX railroad track and WV Route 3.

The Steering Committee retained E.L. Robinson (ELR) in 2005 to assist with the development of the master plan, provide environmental review, funding request and provide an accurate topographical survey of the park parcel.

The major park elements called for an access road and parking for both cars and buses, a visitor center/ museum, rail trail, nature & interpretive trails, railroad exhibits, amphitheater,

Relocation of the John Henry statue closer to the Great Bend Tunnel opening, picnicking, shelters and several overlooks on State Route 3 and within the park. The park would also be linked via trails/sidewalks with the Town and the elementary school.

In 2011 the first phase of the park consisting of an access road and parking, connections to existing nature and interpretive trails. Relocation of the John Henry statue closer to the Great Bend Tunnel opening, and locations for picnic shelters within the park.

ELR prepared the construction documents, coordinated the bidding and construction administration. Prepared the WVDEP NPDES permit for stormwater managment, the WVDOH encroachment permit, performed the topographic and boundary survey and coordinated the archeological survey prior to construction.

John Henry Historical Park 

The Wayne County Commission, along with the cities of Ceredo and Kenova, have envisioned a bike path beginning at Virginia Point Park, West Virginia’s western most point in Kenova and continuing onto Ceredo and eventually linking other trails in Huntington and Cabell County.

E.L. Robinson’s landscape architects were retailed to develop a master plan for this path, through a series of public participation workshops eventually creating a plan using a combination of share the road routes, abandoned rail right of ways, floodwall levees, and active rail right of ways to create over 12 miles of bicycle trails within the cities boundaries. The first phase involves development of the share the road routes with development of rail heads and signage.

EL Robinson then assisted the co-sponsors of the Wayne County Bike Path, City of Kenova, Town of Ceredo, and Wayne County Commission, with design and construction administration for the second phase of the Bike Path Project which entailed sidewalk enhancements along the Path’s route to improve pedestrian use of the Path.

Also the development of interpretive panels along the route for telling the cities’ history was part of ELR’s design scope.

E.L. Robinson Engineering was contracted by the Mingo County Redevelopment Authority to provide site design for the Mingo County Belo Industrial Park located in Mingo County, West Virginia.

Belo Industrial Park

Ohio Department of Transportation (ODOT) evaluated the challenges associated with rehabilitating the 700-foot long Pickaway County State Route 22-1703 structure over the Scioto River. ODOT determined that a design-build contract, which included an accelerated time schedule and a substantial incentive, was the best solution to address the concerns expressed by the traveling public. The existing riveted steel girders were replaced and the proposed structure was widened by ten feet. The hammerhead portions of the existing T-type piers were removed and the substructure was widened to the south as necessary to support the new superstructure. The Ruhlin Construction Company, along with E.L. Robinson Engineering, developed a steel superstructure and a steel pier cap design and was awarded the project contract. The bid price was $2,700,000, which was $500,000 below the next lowest bidder and $2,300,000 below the Engineer’s estimate.

The project was a successful example of how fast-track design build contracting methods can be combined with innovative products and materials to dramatically reduce closure times for bridges that are under reconstruction. The bridge was reopened to traffic 10 days earlier than required. A traditional 18-month project was completed in 47 days. This is an Associated General Contractors AON Build Merit Award Project. Some of the special design features for this project included the following: simple span steel girders made continuous for live load, stay-in-place metal forms, prefabricated built-up steel girder pier caps, 18 inch diameter steel pipe piles, and semi-integral abutments.
