Pre-Bid Info

A mandatory pre-bid meeting will be conducted at the offices of the Belomar Regional Council, 105 Bridge Street Plaza, Wheeling, WV 26003, at 11:00 a.m. on February 19, 2020.

Separate Bids will be received for Contract No. 4 – General Construction. Bids shall be on a lump sum and unit price basis for the contract as indicated in the Bid Form.

Bidders may examine and/or obtain the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:30 a.m. and 4:30 p.m.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $100.00 for each set. Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 30 days after receipt of Bids will receive a full refund. Checks for Bidding Documents shall be payable to “E.L. Robinson Engineering Company”. Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A two envelope system will be used.

Envelope No. 1 must have the following information presented on the front:

Name and address of Bidder
Bid on Contract #4 – Mozart Sanitary Sewer Extension Project
Received by Marshall County Sewerage District

Envelope No.2 labeled "Bid Proposal" shall also be placed inside of Envelope #1.

Envelope No.1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR - 1 of these contract documents. If such documents are found to be in order, Envelope No.2 ''Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No.1 are not in order, Envelope No.2 "Bid Proposal" will not be opened and the Bidwill be considered non-responsive and will be returned to the Bidder.


Bid Date

Sealed Bids for the construction of Contract No. 4 will be received by John L. Blair (Chairman-Marshall County Sewerage District) on behalf of the Marshall County Sewerage District at the offices of the Belomar Regional Council, 105 Bridge Street Plaza, Wheeling, WV 26003, until 2:00 p.m. local time on March 18, 2020, at which time the Bids received will be publicly opened and read.

Quantities of Work

Furnishing all materials, labor, and necessary items for the construction and installation of approximately 180 LF of 8” diameter gravity sewer line; 390 LF of 8” diameter gravity directional drilled sewer line; 2 wastewater manholes; 2 gravity sewer cleanouts and all other items and appurtenances as outlined in the Plans and Specifications.
